I'd suggest that the "aggreived party" is a bit of a loose cannon PM. But I had to laugh at the very carefully worded letter from the HR Manager when three words would have sufficed - Don't Come Monday!
I suspect the loose cannon has been aggrieved enough over a long period to do something about it. Such are the processes in any bureaucracy.And, like yourself, I don't think he done his overall case any favours. He has just presented the IRD with leverage for a DCM. Also possibly the HMP term that will result might help him to see the errors of forward action in stating his case.
