A couple of dirty bombs into Oz or NZ cities would light up our 'benign region'* and render all manner of defence intentions thereof utterly useless. Our so-called allies being USA and the EU would do nothing, too scared to respond and initiate Apocalypse Now.
Like his tanks in Tienanmen Square displayed a year or two ago, the world knows he's the real boss.

Think.
1. It is not an international nuclear-free zone. It's a nuclear weapons testing-free zone.
2. Its a political treaty amongst a bunch of nations, not including China, which US has not ratified.
Consider. I
ts a safe direction to launch a long-range missile test(dummy warhead).
If they had fired east instead of south, we would be in WW3, China versus the US, which would have reacted to such an apparent incoming missile.
China to Hawaii: approx. 9,000 km
China to NZ approx. 11,000 km
We already know China has missiles capable of 7,000km
How else can they test for 9,000km?
